On Tuesday, September 13th, from noon to 1:00 p.m. in the NOAA Central Library (SSMC3, 2nd Floor) there is a brown bag presentation by Mark J. Spalding, President of The Ocean Foundation, on the Okinawa Dugong v. Gates (Dugong) case involving the application of Section 402 of the National Historic Preservation Act to a federal project outside of the United States that was likely to impact the Okinawa Dugong, a marine mammal classified as vulnerable by IUCN.
